Defense of final projects under MHELM Continuing Education Program

MHELM The first graduates of the Professional Training Program Moldova Higher Education Leadership and Management – (MHELM) defended their final projects. The event took place on March 9 at Nicolae Testemitanu State University of Medicine and Pharmacy, and among the graduates of this program there were members of the management teams from our institution and from the State University of Moldova (USM).

 

 

In the opening of the event, university professor Larisa Bugaian, national coordinator of the MHELM project, head of the Erasmus+ Center at the Technical University of Moldova, mentioned that this was the final stage of the project, when the best results should be presented: 

 

"By transposing this up-to-date information in the university environment, it will be possible for the higher education system in the Republic of Moldova to advance and, at the same time, to apply the same innovations already introduced in the educational systems of other countries", stated the expert.

MHELMThe work team of Nicolae Testemitanu University came up with two projects. According to Associate Professor Marcel Abras, vice-rector for social activity, the topic of the first project - Evaluation of the public procurement system in the Republic of Moldova - was determined by the fact that "we are in a continuous procurement process of products, services and works and it is important to do it in the right way, according to the law". The project also included a case study of a public procurement procedure and recommendations in this regard.

 

The second project – Teaching and studying in foreign languages ​​in higher education institutions - highlighted the importance of teaching and learning foreign languages ​​in universities, a phenomenon determined by both external and internal factors. Among the external factors there are globalization,  internationalization of the study process,  confirmation of competitiveness at the national and international level and  provision of higher quality educational services. Among the internal factors that influence this process,  the increase in the performance level of employees and interprofessional competitiveness were listed.

Associate Professors are part of Nicolae Testemitanu University team of managers: Marcel Abraș, vice-rector for social activity; Oleg Solomon, dean of the Faculty of Stomatology; Igor Cemortan, head of the Department of Recruitment and Documentation of Foreign Citizens; Pavel Banov, deputy head of the same department; Tatiana Porosencova, head of studies at  Pavel Godoroja Chair of Dental Propaedeutics, Sanda Buruiana, head of studies, Residency, and university assistant Oxana Sârbu, vice dean at the Faculty of Medicine no. 2, head of studies at the Internal Medicine-Semiology Discipline.

The USM representatives presented the projects Digitization of teaching activity reporting and Development of innovative educational programs for the elderly. 

MHELM

 The objective of the training course, conducted in online format, was to strengthen governance, strategic planning and management in the universities of the Republic of Moldova, to provide support in the implementation of reforms in the sector by enhancing leadership, management competence and skills. The course started on October 6, 2021 and included four modules, and the diploma issued is the equivalent of a master's degree (at the time of program institutionalization).

The training took place under Moldova Higher Education Leadership and Management project - MHELM, implemented in a consortium with six other higher education institutions from our country (Technical University of Moldova - national coordinator, Academy of Economic Studies of Moldova, Alecu Russo State University from Balti, Bogdan Petriceicu Hasdeu State University of Cahul, State University of Moldova, State Agrarian University of Moldova) and three partner universities from Germany, Great Britain and Romania.

The MHELM project, financed by the European Program ERASMUS+ Capacity building in Higher Education, was launched in November 2019 and will end in November 2022.
