”Nicolae Testemitanu” University declares zero tolerance for corruption

Nicolae Testemitanu State University of Medicine and Pharmacy of the Republic of Moldova declares zero tolerance to any attempt or act of corruption within the institution, regardless of the function or position of the person involved. This is one of the basic provisions stipulated in the Rector"s Order No. 56-A of 06.03.2025 and in the Action Plan on promoting integrity and combating corruption within Nicolae Testemitanu State University of Medicine and Pharmacy for 2025 (approved by Senate Decision No. 11/10 of 20.12.2024).
Rector Emil Ceban asked the vice-rectors, deans of faculties, heads of university subdivisions and heads of studies to ensure: informing and alerting university staff regarding compliance with institutional integrity norms by preventing and combating any illegal actions in the exercise of professional activity; prohibiting the request, receipt, acceptance, promise, offering, directly or indirectly, for oneself or for another person, of material benefits or an undue advantage; prohibiting the imposition of the purchase by study beneficiaries of teaching materials developed by teaching and scientific-didactic staff; preventing and combating any forms of psychological and sexual harassment in the university environment; prohibiting favoritism in the student evaluation process; prohibiting the offering of private lessons by professors, against an unofficial payment; prohibiting plagiarism and copying by university staff and study beneficiaries, etc.
“Nicolae Testemitanu” State University of Medicine and Pharmacy condemns and speaks out against any form of corruption and will not tolerate behaviors that contradict moral and legal norms regarding professional integrity, including internal acts, such as: the University Charter, Internal Regulations, Moral Code, etc.," Rector Emil Ceban stated.
At the same time, the beneficiaries of studies will be informed, and the university staff will be alerted about the existence of means of communication and procedures for reporting fraud or acts of corruption. Periodic information sessions will be organized for the university staff and beneficiaries of studies on ensuring institutional integrity, which will be subsequently confirmed by minutes and the signatures of all participants.
We would like to remind that the University has implemented several reporting tools through the e-mail anticoruptie@usmf.md and petitii@usmf.md , the University Anticorruption Line 032 205 875, the audience with the deans, vice-rectors and the rector, the Ethics Commission. At the same time, the beneficiaries of studies can communicate irregularities through the anonymous survey in SIMU, when evaluating the quality of teaching in each discipline.
It should be noted that the institution applies the Petitions Register, the Complaints and Non-Conformities Register, the Internal Disclosure of Illegal Practice Form, the Register of Disclosures of Illegal Practices and Integrity Warnings within the University, the External Disclosure of Illegal Practice Form, and the Whistleblower Protection Request Form.
In this context, on April 14 and 15, information sessions were held for hostel residents on ensuring institutional integrity and transparency measures in the accommodation process and combating corruption of any kind in the Student Campus. Gheorghe Buruiana, head of the Social Activity Management Center, Pavel Chisaru, president of the Association of Medical Students and Residents of Moldova (ASRM), and Sergiu Stegarescu, head of the Student Campus, presented to students the changes to be implemented in the hostel accommodation process, starting with the 2025-2026 academic year. Thus, the accommodation request will be processed exclusively in the University Management Information System (SIMU), without the involvement of third parties. ASRM will be responsible for logistics and taking over data from submitted applications. The changes are valid for all students, except for those in the first year.
Students were encouraged to notify the institution's administration if they observe unacceptable behavior at faculty and among colleagues that violates the University's Code of Ethics and applicable legislation.
